The Council of European Union
4 09 2008Diplomacy Practice 2008. The Council of the European Union.
For “The Class of 2005” students of International Relation Studies of UNPAR, this year in 2008, will be using two different types of court sessions. For the Mid Semester Exams, will be using the model of the UNSC (United Nations Security Council), whilst for the End Semester Exams, will be using one of the models from the European Union, which is the Council of the European Union (Council of EU).
Because of the difference for this year’s diplomacy practice, the Protocol Division has sent their representatives to attend a meeting in the Poland Embassy and European Union Commission over in Jakarta to get more information about the European Union and its ways in commencing its council meetings.
Now, to imagine and get the picture of what the Council of EU for the End Semester Exams is like, a brief explanation will be written as shown below.
COUNCIL OF EU
The Council of EU meeting is divided into 3 sessions in two days. The first session is called “Working Parties”, the second is called “Coreper”, and the third is called “The Council of Ministers”.
Now let us take a glimpse at the first session, the Working Parties Session. In this one, there will be a group of Speakers’ List. In one Speakers’ List for example, negotiations and arguments will commence and each country will bring its country’s interests and importance. Other than that, there will be motions in which a delegate can propose for an amendment or temporary adjournment. Rights of Replies, Points of Orders, and Points of Information will also be a part of the meeting. For this Working Parties session, all delegate members participate except the ministers of each country.
On to the second session which is the Coreper Session. This part will take place on the day between the first day and the second day and only the committee will take part. In this session, the committee will put in order the drafts made and the result of the amendment; also get it ready for the next session.
Last but not least is the third session which is the Council of the Ministers Session. For this session, all delegate members have to participate, but only one representative from each delegate will be allowed to speak. The person is chosen by his/her delegation to be the Minister of its country (for example: if we talked about environment issue, then he/she will be the Minister of the Environment Department) to represent them to choose the drafts made and the result of the amendment that have been done by the Coreper into the final vote. The final vote will generate the resolution. In this session, the national interests aren’t allowed to be brought by the Ministers but EU’s.
That was a brief introduction on the Council of EU, it will be helpful for all of us to get the picture on what it is all about.
